My Opinions on Dual Citizenship in Tanzania

Back in July 2007, I read articles from home newspapers on 'dual citizenship' and the debate held by the UD Students. As a Tanzanian residing abroad, I now feel that it is time I offered my contribution. To reiterating the outcome of the debate by the UD students, it was noted that dual citizenship should not be passed as it only favours minority who want to move freely within countries. Moreover, students claimed that dual citizenship will advantageous minority living abroad who want to take interest of free land in Tanzania (Daily News April.11.07). It is without doubt that these scholars hardly researched this issue, I consider their views to be biased.
As we now live in a much more open, diverse and technological advanced world, one will argue that there is already a free mass movement of people among countries for all sorts of businesses, i.e tourism, visiting, working, studying etc, made possible by the so called globalisation. Therefore, it is fair to argue that globalisation has enabled many people to cross boarders and explore places easily than before. In fact this idea is cherished and enforced by our leaders who also travel the world promoting Tanzania by encouraging investors to take part as one of the means to bring development in the country and hence help to alleviate poverty.
In the Guardian and Majira 13th June 2007 it was reported that the Government of Tanzania formed a speedy process of improving applications for investors in Tanzania; and remarks made by Vice President, Dk. Shein, on this issue was that it will take 14 days for investors to secure a Permit to live and work in Tanzania. So opponents of dual citizenship would rather see a Tanzanian with dual nationality going though the rigor of securing a permit in his own country like a foreign investor.
Some Tanzanians have expressed their worries that dual nationality will enable minority Tanzanians abroad to come and take land given the much disposable income in their pockets. This argument does not make sense. Loss of land among Tanzanians, in Tanzania, will not be caused by Tanzanians with dual nationality but rather very corrupt leaders as we have seen. Perhaps to put it differently, it is fair to say that people with dual nationality will pose as a threat to corrupt leaders because living abroad we have learned to do things differently by following protocols and not corruption. Tanzania, just like any sovereign state, has its boundaries and boarders which are thought to be protected. In this context, no Tanzanian(s) can cross these boarders with more than one identity. However, in reality there are thousands, if not millions of Tanzanians- those living on the boarders- with dual identity which we can also call dual-citizenship. I am talking about the Maasai of Namanga, My grannies of Sirari, the Nyambwe in Kagera etc; for years, they have been in possession of two identities which give them right to access services in either country. Not to mention that they alsohave families and homes in either country. Though not legally recognised but it has been known by government officials for decades. So why not constitutionalise and make it legal?It is the views of the majority of Tanzanians living abroad that Tanzanians abroad have very strong sense of working hard, saving and sharing. These are the values that we, Tanzanians seeking dual Citizenship, will bring home and share to you jealousy and inexperienced people who haven't got the opportunity to see the world. Since life abroad is not taken for granted, I would remind all the opponents of dual nationality that Tanzanians abroad, in particular those in the western world invest both time and money in education to make the world (in Tanzania) a better place. This could be one of the benefits that you opponents of dual Citizenship (back home) will receive at half the cost you are paying foreign academics.The majority of Tanzanians, outside Tanzania, share strong views that it is right time for the government of Tanzania to pass and recognise dual nationality for those who were born in Tanzania and those whose parents are Tanzanians. The world is changing, lets join the rest of the world in the wheel of change. I think the motion on dual citizenship was given to naive students, the truth should have been drawn from those who have traveled the world or lived and worked abroad; but not students who have never been exposed to reality. They did their homework by copying lines straight from text books and built their argument around them. Lets have another dabete, this time between Tanzanians abroad (in favour of dual citizenship) and legislators (back home). University students, you will be our audience; but you need to take notes!
